"It is very unfortunate. This is trying to monopolise a legacy which belongs to the entire country. Nobody has exclusive rights on the memory or the teachings of any national leader. No political party should try to monopolise the legacy of our national leaders," congress spokesperson Shakeel Ahmed said in New Delhi.

He said the values, teachings and the goodwill generated by Ambedkar were not the exclusive domain of any one.

Bhimrao Ramji Ambedkar (Marathi: डॉ.भीमराव रामजी आंबेडकर [bʱiˑmraˑw raˑmʥiˑ aˑmbeˑɽkər]) (14 April 1891 — 6 December 1956), also known as Babasaheb, was an Indian jurist, political leader, Buddhist activist, philosopher, thinker, anthropologist, historian, orator, prolific writer, economist, scholar, editor, revolutionary and a revivalist for Buddhism in India. He was also the chief architect of the Indian Constitution. Born into a poor Mahar, then Untouchable, family, Ambedkar spent his whole life fighting against social discrimination, the system of Chaturvarna — the categorization of Hindu society into four varnas — and the Hindu caste system. He is also credited with providing a spark for the conversion of hundreds of thousands of Dalits with his Ambedkar(ite) Buddhism. Ambedkar has been honoured with the Bharat Ratna, India's highest civilian award.

Overcoming numerous social and financial obstacles, Ambedkar became one of the first "Dalit" to obtain a college education in India. Eventually earning law degrees and multiple doctorates for his study and research in law, economics and political science from Columbia University and the London School of Economics, Ambedkar returned home as a famous scholar and practiced law for a few years before publishing journals advocating political rights and social freedom for India's untouchables. He is regarded as a Bodhisattva by Indian Buddhists even though he never claimed himself to be a Bodhisattva.[1]


Fight against untouchability

As a leading Indian scholar, Ambedkar had been invited to testify before the Southborough Committee, which was preparing the Government of India Act 1919. At this hearing, Ambedkar argued for creating separate electorates and reservations for Dalits and other religious communities. In 1920, he began the publication of the weekly Mooknayak (Leader of the Silent) in Mumbai. Attaining popularity, Ambedkar used this journal to criticize orthodox Hindu politicians and a perceived reluctance of the Indian political community to fight caste discrimination. His speech at a Depressed Classes Conference in Kolhapur impressed the local state ruler Shahu IV, who shocked orthodox society by dining with Ambekdar. Ambedkar established a successful legal practice, and also organised the Bahishkrit Hitakarini Sabha to promote education and socio-economic uplifting of the depressed classes.

By 1927 Dr. Ambedkar decided to launch active movements against untouchability. He began with public movements and marches to open up and share public drinking water resources, also he began a struggle for the right to enter Hindu temples. He led a satyagraha in Mahad to fight for the right of the untouchable community to draw water from the main water tank of the town.

He was appointed to the Bombay Presidency Committee to work with the all-European Simon Commission in 1925. This commission had sparked great protests across India, and while its report was ignored by most Indians, Ambedkar himself wrote a separate set of recommendations for future constitutional reformers.

Ms Patil joined other leaders in offering floral tributes at the statue of Dr Ambedkar on the lawns of the Parliament House complex this morning.


Vice-President M Hamid Ansari, Lok Sabha Speaker Meira Kumar, ruling United Progressive Alliance chairperson Sonia Gandhi and Leader of the Opposition in the Lok Sabha Sushma Swaraj were amongst those present on the occasion.


Also present were Delhi Chief Minister Sheila Dikshit, Union Minister of Social Justice and Empowerment Mukul Wasnik, Minister of Labour & Employment Mallikarjun Kharge, Minister of Parliamentary Affairs Pawan Kumar Bansal and Minister of State, Social Justice & Empowerment D. Napolean.


Thousands of people visited theParliament House Complex since morning to pay tributes to Dr Ambedkar, regarded as a messiah of the marginalised and downtrodden sections of society. The function began with a prayer by Buddhist monks. Later, artistes of the Song and Drama Division presented songs.


The function was organised by the Ambedkar Foundation, an autonomous organization under the Ministry of Social Justice & Empowerment.



Poona Pact

Poona Pact, Agreed to by Leaders of Caste-Hindus and of Dalits, at Poona on 24-9-1932

The following is the text of the agreement arrived at between leaders acting on behalf of the Depressed Classes and of the rest of the community, regarding the representation of the Depressed Classes in the legislatures and certain other matters affecting their welfare

1. There shall be seats reserved for the Depressed Classes out of general electorate seats in the provincial legislatures as follows: -

Madras 30; Bombay with Sind 25; Punjab 8; Bihar and Orissa 18; Central Provinces 20; Assam 7; Bengal 30; United Provinces 20. Total 148. These figures are based on the Prime Minister's (British) decision.

2. Election to these seats shall be by joint electorates subject, however, to the following procedure –

All members of the Depressed Classes registered in the general elec- toral roll of a constituency will form an electoral college which will elect a panel of tour candidates belonging to the Deparessed Classes for each of such reserved seats by the method of the single vote and four persons getting the highest number of votes in such primary elections shall be the candidates for election by the general electorate.

3. The representation of the Depressed Classes in the Central Legislature shall likewise be on the principle of joint electorates and reserved seats by the method of primary election in the manner provided for in clause above for their representation in the provincial legislatures.

CENTRAL LEGISLATURE

4. In the Central Legislature 18 per cent of the seats allotted to the general electorate for British India in the said legislature shall he reserved for the Depressed Classes.

5. The system of primary election to a panel of candidates for election to the Central and Provincial Legislatures as i herein-before mentioned shall come to an end after the first ten years, unless terminated sooner by mutual agreement under the provision of clause 6 below.

6. The system of representation of Depressed Classes by reserved seats in the Provincial and Central Legislatures as provided for in clauses (1) and (4) shall continue until determined otherwise by mutual agreement between the communities concerned in this settlement.

7. The Franchise for the Central and Provincial Legislatures of the Depressed Classes shall be as indicated, in the Lothian Committee Report.

8. There shall be no disabilities attached to any one on the ground of his being a member of the Depressed Classes in regard to any election to local bodies or appointment to the public services. Every endeavour shall be made to secure a fair representation of the Depressed Classes in these respects, subject to such educational qualifications as may be laid down for appointment to the Public Services.

(Adult franchise but reservation has been provided for Dalits on population basis, till 1960),

9. In every province out of the educational grant an adequate sum shall be ear-marked for providing educational facilities to the members of Depressed Classes,


22 Vows of Dr. Ambedkar

Dr.B.R.Ambedkar prescribed 22 vows to his followers during the historic religious conversion to Buddhism on 15 October 1956 at Deeksha Bhoomi, Nagpur in India. The conversion to Buddhism by 800,000 people was historic because it was the largest religious conversion, the world has ever witnessed. He prescribed these oaths so that there may be complete severance of bond with Hinduism. These 22 vows struck a blow at the roots of Hindu beliefs and practices. These vows could serve as a bulwark to protect Buddhism from confusion and contradictions. These vows could liberate converts from superstitions, wasteful and meaningless rituals, which have led to pauperisation of masses and enrichment of upper castes of Hindus.

The famous 22 vows are:

  1. I shall have no faith in Brahma, Vishnu and Mahesh nor shall I worship them.
  2. I shall have no faith in Rama and Krishna who are believed to be incarnation of God nor shall I worship them.
  3. I shall have no faith in 'Gauri', Ganapati and other gods and goddesses of Hindus nor shall I worship them.
  4. I do not believe in the incarnation of God.
  5. I do not and shall not believe that Lord Buddha was the incarnation of Vishnu. I believe this to be sheer madness and false propaganda.
  6. I shall not perform 'Shraddha' nor shall I give 'pind-dan'.
  7. I shall not act in a manner violating the principles and teachings of the Buddha.
  8. I shall not allow any ceremonies to be performed by Brahmins.
  9. I shall believe in the equality of man.
  10. I shall endeavour to establish equality.
  11. I shall follow the 'noble eightfold path' of the Buddha.
  12. I shall follow the 'paramitas' prescribed by the Buddha.
  13. I shall have compassion and loving kindness for all living beings and protect them.
  14. I shall not steal.
  15. I shall not tell lies.
  16. I shall not commit carnal sins.
  17. I shall not take intoxicants like liquor, drugs etc.
  18. I shall endeavour to follow the noble eightfold path and practise compassion and loving kindness in every day life.
  19. I renounce Hinduism which is harmful for humanity and impedes the advancement and development of humanity because it is based on inequality, and adopt Buddhism as my religion.
  20. I firmly believe the Dhamma of the Buddha is the only true religion.
  21. I believe that I am having a re-birth.
  22. I solemnly declare and affirm that I shall hereafter lead my life according to the principles and teachings of the Buddha and his Dhamma.

धर्मशाला में बीसीसीआई के गर्वनिंग काउंसिल के तमाम अधिकारी मैच के लिए पहुंच रहे हैं औऱ उम्मीद है कि बीसीसीआई के गर्वनिंग काउंसिल की एक अनौपचारिक बैठक आज ही हो जाएगी और बीसीसीआई में एक तरह आम राय बन जाएगी की ललित मोदी के साथ क्या किया जाए.आज तक ने खुलासा किया है कि आईपीएल के खातों की जांच का काम 1 अप्रैल से ही जारी है और उसी का परिणाम है कि गुरुवार को आईपीएल की दफ्तर पर आयकर विभाग के अधिकारियों ने छापा मारा था.

गौरतलब है कि गुरुवार को मुंबई में आयकर विभाग ने आईपीएल और मोदी के दफ्तर पर छापा मारा और मोदी से लंबी पूछताछ की. कामयाबी की उड़ान उड़ने को आदी हो चुके ललित मोदी के लिए लगता है हवा का रुख पलटने लगा है. आईपीएल की कोच्चि टीम को लेकर विदेश राज्यमंत्री शशि थरूर से पंगा लेने वाले ललित मोदी अब खुद मुश्किलों में नजर आ रहे हैं. शुरुआत हुई गुरुवार शाम जब आयकर विभाग की दो टीमों ने एक साथ आईपीएल के दो ठिकानों पर धावा बोला.

आयकर विभाग ने वानखड़े स्टेडियम और फोर सीजन्स होटल में चल रहे आईपीएल के दफ्तरों पर छापा मारा. करीब आठ घंटे तक ये टीम आईपीएल से जुड़े दस्तावेजों को खंगालती रही. इस दौरान बीसीसीआई के चीफ एडमिनिस्ट्रेटिव ऑफिसर रत्नाकर शेट्टी भी यहां मौजूद थे.

आईपीएल से जुड़े जिन दस्तावेजों की पड़ताल की उनमें आईपीएल टीमों के बिडिंग डॉक्युमेंट, सभी टीमों के फ्रैंचाइजी एग्रीमेंट, टीमों के पार्टनरशिप डॉक्युमेंट, आईपीएल की शुरुआत से अब तक के एकाउंट्स बुक और इनकम टैक्स से जुड़े सारे कागजात शामिल हैं. आयकर विभाग के अधिकारी ललित मोदी के एक औऱ ठिकाने पर पहुंचे थे जहां मोदी से आयकर अधिकारियों की लंबी पूछताछ हुई.

करीब दो घंटे की पड़ताल के बाद आईटी अधिकारियों की टीम जब वहां से निकली तो उनके साथ दो काले बैग और एक पीला बक्सा मौजूद था. माना जा रहा है कि इसमें आईपीएल से जुड़े सारे कागजात भरे थे. हालांकि पूछताछ के बाद मोदी जब मीडिया के सामने आए, तो उन्होंने बेफिक्र दिखने की भरसक कोशिश की.

सूत्रों के मुताबिक आयकर टीम में मोदी के सामने सवालों की लंबी फेहरिस्त रखी थी. मोदी से पूछा गया कि सभी आईपीएल टीमों, खासकर कोच्चि पर पैसा लगाने वाले सारे लोगों के नाम और उनकी प्रोफाइल क्या है? इन लोगों ने आईपीएल में कितना पैसा लगाया है और उनके पैसे का असली स्रोत क्या है? अगर आपको लगता है रांदेवू ग्रुप में पारदर्शिता नहीं तो इसका आधार क्या है? आईपीएल में जो लोग पैसा लगाते हैं वो चेक देते हैं या कैश? ये पैसे कहां जमा होते हैं?

फ्रैंचाइजी के जरिए आईपीएल ने अब तक कितने पैसे जुटाए हैं? पैसे के लेन-देन का रास्ता क्या है? दुबई और देश के बाहरी हिस्सों से कितना पैसा लगा है? विदेश से पैसा लगाने वाले कौन लोग हैं? क्या ये सारे निवेश कानूनी तौर पर पक्के हैं? तीन सालों में आईपीएल ने कितनी कमाई की? औऱ इन तीन सालों में आईपीएल ने कितना टैक्स चुकाया? जाहिर है ललित मोदी से 10 घंटे चली इस पूछताछ में इनकम टैक्स के अधिकारियों उन सारे सवालों का जवाब खंगालने की कोशिश की जो पिछले तीन साल से दफन थे औऱ कोच्चि टीम को लेकर उठे विवाद ने जिन्हें बेपर्दा कर दिया है.


India mulls using UAVs against Maoists

 Authorities in Chhattisgarh
are keen to use unmanned aerial vehicles (UAVs) in Maoist-dominated pockets in the wake of the massacre of 75 security personnel, official sources said.

"A report of the successful night trial of the US-made UAV in Bastar forests this week is to be sent to the central government with a request to allow security forces to use the UAV facility," a police source in Raipur said.

According to officials, a UAV weighing 10 kg was tested in jungle areas near the Counter Terrorism and Jungle Warfare College in Kanker district, some 150 km south of here.

Kanker and four other districts form the Bastar region, spread over 40,000 sq km. Bastar has been a Maoist stronghold since the late 1980s.

"The trial for UAV was intended to evaluate its efficacy in providing real-time intelligence and detection capability during low illumination and at night in thickly forested stretches," the police source said.

"It is up to the Central government to take a decision on whether security men in the jungle terrain should be equipped with UAV facility."

Seventy-five Central Reserve Police Force personnel and a Chhattisgarh policeman were killed by Maoists in the forests of Dantewada district in Bastar region April 6.

Modi.

The operation, described as a routine inquiry, went on till the early hours of Friday. According to top officials here, the operation in Mumbai was primarily to establish that the source of money involved in the cricketing extravaganza was "clean" with no loss to the exchequer on account of evasion.


The tax administration had already started a specific probe into the Kochi franchise of IPL, embroiled in a major controversy over the ownership issue, to ascertain if its money had been channelled illegally from tax havens abroad.Kochi IPL franchise, which has been in the eye of the storm over its ownership structure, today made some changes to their top management, appointing Dubai-based businessman Harshad Mehta as its Chairman.

Keshav T has been named as the new Cheif Executive Officer in place of Shailendra Gaikwad, Kochi team sources said.

Mehta is the chairman of the Dubai operations of Rosy Blue Diamond, but his stake in IPL Kochi franchise is personal.

The businessman has been based in Dubai with his family since 2003 and his company operates from the Jebel Ali free zone.

The Kochi franchise and the IPL Commissioner are currently engaged in a bitter showdown over the identity of the stakeholders.


The tax probe followed a political row in since last week after allegations that Sunanda Pushkar, a shareholder in the Kochi IPL franchise and a friend of Minister of State for External Affairs Shashi Tharoor, received free equity in it.

After a visit to the Mumbai offices of Indian Premier League (IPL), the tax administration proposes similar investigations in other cities as well to ascertain the source of funds of various franchises, officials here said.

"This will be an ongoing process. We may be conducting investigations in other cities as well. But let me also add: These are not raids, but document-based investigation," a top official in the Central Board of Direct Taxes (CBDT) told IANS in the national capital.


Shashi Tharoor on Friday rejected Opposition demands for his resignation as Minister of State for External Affairs by asserting that he had not misused his official position and his "mentoring" the Kerala consortium of the Kochi Indian Premier League (IPL) franchise was within the "bounds of appropriate conduct". Sharad Pawar on Thursday came out in support of IPL commissioner Lalit Modi, saying there was nothing wrong in making public names of the stakeholders of the Kochi franchise.

"There in nothing wrong in disclosing the names of the stakeholders to the public," Pawar, former BCCI chief and ICC President-elect, said on Thursday.

He was asked about Modi revealing the names of the Kochi stakeholders, one of them being Sunanda Pushkar, a close friend of the Minister of State for External Affairs Shashi Tharoor. Tharoor is alleged to have had a hand in Pushkar getting free equity worth 70 crore in IPL Kochi.

Pawar was asked about questions being raised over transparency in IPL and allegations of underworld and betting syndicates pumping huge amounts in securing franchise.

"If the IPL Commissioner or BCCI President is asking any information about any bid, they have got every right to ask for the information because unless and until they collect the correct information, they will not realise who are behind this," he said.

The former BCCI President also supported Tharoor who helped set up the consortium which bagged the Kochi franchise, saying the minister's "basic interest" was to bring cricket to center stage in Kerala and provide opportunities to players from the state.

"What my observation is that Tharoor's basic interest was that Kochi should get opportunity in the IPL. He was eager to show to people of Kerala that IPL is also a part of Kerala and wanted to encourage new players from Kerala," Pawar said.

The Agriculture Minister hoped the IPL governing council meeting later this month will clear the "misunderstandings".

"I am absolutely clear that when (BCCI President) Shashank Manohar will have this meeting, all misunderstandings will be cleared," he said.

Pawar also said that Gujarat Chief Minister Narendra Modi had no role in the entire episode.

"They (Kochi investors) met me once and there was suggestion that Kochi stadium will take a year or two to complete. So in the meantime if they play in Ahmedabad, that will be better.

"But I advised them 'you have taken the option of Kochi. Please do not shift the place'. Fortunately that time Narendra Modi was in town. These people met Modi also and in my presence Modi told the investors 'Don't insist for Ahmedabad because you got this opportunity for Kochi," he said.

Pawar said he did not believe Lalit Modi offered the Kochi franchise $50 million to back out. He also questioned the seriousness of the underworld threat that Tharoor is claimed to have received.
In the statement Tharoor said, "I had no role whatsoever in setting up the consortium led by Rendezvous Sports World itself or in any of the business decisions including its decision to bid for the franchise. The allegations against me levelled by opposition are baseless, ill-founded and ill-motivated."


"The real motive behind the public controversy that has been created around me is to make the Kochi team unviable and to assign this IPL franchise to elsewhere than Kerala," he said in a statement tabled in the Lok Sabha amid opposition demand for his sacking.

Tharoor, at the centre of a row for alleged involvement in the Kochi franchise, said in a written statement: "My role in mentoring the Kerala consortium was within the bounds of appropriate conduct for an MP from Thiruvananthapuram."

The opposition members stormed the well and were in no mood to listen to the minister. They demanded his immediate removal which prompted Speaker Meira Kumar to order Tharoor to lay the statement he was reading out.


Seeking to mount an attack on IPL Commissioner Lalit Modi, with whom he is involved in a spat over the ownership of the Kochi IPL team, Tharoor said "the game and the benefits accruing from it should not be retained only by an influential coterie with interests in a few privileged centres".

He said it was essential in democracy that institutions of interest to the general public are "run openly, rather than restricting their opportunities to a favoured few".

Tharoor rejected allegations that he had misused his official position.

"No misuse of my official position was involved. The issue has nothing to do with my ministry. As a minister, I was in no position to influence the bid process, let alone its outcome," he said.

The Lok Sabha witnessed two adjournments following opposition uproar on the issue while the Rajya Sabha was adjourned for the day after one adjournment in the morning.


BRASILIA: The BRIC grouping of the world´s top emerging economies, accounting for 20 per cent of global GDP, have a key role in recasting the global architecture of governance and in setting the pace of global economic recovery, said Prime Minister Manmohan Singh.

Manmohan Singh made a vigorous case for a "multipolar, equitable, democratic and just world order" at the daylong BRIC summit, which was advanced to Thursday night as Chinese President Hu Jintao had to cut short his trip due a massive earthquake in China.


"BRIC (Brazil, Russia, India and China) countries are uniquely placed to contribute to reforming the architecture of global governance," Manmohan Singh said at the plenary session of the BRIC summit, attended by Hu, Brazilian President Lula da Silva and Russian President Dmitry Medvedev.

"A genuine reform of the Security Council by expansion in its permanent membership as well as non-permanent membership and improvement in its working methods is essential to make the UN reflective of contemporary realities," said Manmohan Singh.

Putting his pet concerns on top of the BRIC agenda, Manmohan Singh, an economist by training, espoused inclusive growth and called for sharing experiences among the four countries in promoting sustainable development and in areas of food and energy security.

"The people of our countries expect us to work together so as to bring the benefits of inclusive social and economic development to them," he said while lauding Lula for his experiments in social inclusion in this country.

Ahead of the G8 and G20 summits later this year, Manmohan Singh underlined that BRIC countries have "an important role to play in shaping the pace, direction and sustainability of global economic growth".

"Sustainable recovery will also depend on several factors such as enhanced investment for infrastructure development, stable capital flows to the developing markets, appropriate macroeconomic adjustments, and avoiding complacency in the area of financial sector reforms," he said.

Calling for adoption of clean technologies, Manmohan Singh underlined the critical role of BRIC countries in setting the discourse on climate change negotiations.

"Our approach to the Cancun Conference (in November) should be anchored within the United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Bali Roadmap," he said.

"If we pool our best scientific and technological resources, BRIC nations can set a fine example in promoting collaborative development, deployment and dissemination of clean energy and renewable technologies," Manmohan Singh said.


Officials said their main concern was, however, was black money abroad and tax evasion. They added that just as they try to prevent such ill-gotten funds from going out the country, they also try to probe if it is channelled back into the country illegally.


The franchise for the Kochi team, which will play from the fourth edition of the IPL Twenty-20 cricket extravaganza, was won in an auction last month by a firm called Rendezvous Sports for over $330 million.


Along with Subroto Roy's Sahara group, which bagged the franchise for the Pune team, the second of the two new teams, the Kochi team is scheduled to join eight other teams from the next edition of the cricket tournament.


These are: Mumbai Indians, Delhi Daredevils, Kolkata Knight Riders, Royal Challengers Bangalore, Deccan Chargers, Chennai Super Kings, Rajasthan Royals and Kings XI Punjab.


American firms, which played a key role in the passage of Indo-US civilian nuclear deal, are unlikely to engage in atomic trade with India if New Delhi does not become party to the Convention on Supplementary Compensation for Nuclear Damage, which has not yet entered into force, a Congressional report has said.

"US companies have not yet started nuclear trade with India. New Delhi had reportedly insisted that India and the United States conclude an agreement on a reprocessing facility in India before New Delhi would sign contracts with US nuclear firms. However, the countries announced March 29 that they had concluded the agreement," said a latest report on the civil nuclear deal released by Congressional Research Service.

"The Administration must submit the subsequent arrangement to Congress, but has not yet done so. The proposed arrangement shall not take effect if Congress adopts a joint resolution of disapproval," said the CRS report 'US Nuclear Cooperation with India: Issues for Congress'.

CRS is the independent research wing of the US Congress.

"It is worth noting that US firms will likely be very reluctant to engage in nuclear trade with India if the government does not become party to the Convention on Supplementary Compensation for Nuclear Damage, which has not yet entered into force," said the 47-page report, dated April 8.

The civil-nuclear bill requires that, before the Nuclear Regulatory Commission can issue licenses for US nuclear exports to India, the president must determine and certify to Congress that New Delhi's IAEA safeguards agreement has entered into force and that India's declaration of its nuclear facilities to the agency "is not materially inconsistent with the facilities and schedule" described in a separation plan that New Delhi has provided to Washington.

India's safeguards agreement entered into force May 11, 2009, and New Delhi has filed the declaration with the IAEA.

Obama submitted the required certification to Congress on February 3, 2010, determining that India has satisfied the legal requirement described above.

"Nevertheless, US firms will likely be very reluctant to engage in nuclear trade with India if the government does not become party to the Convention on Supplementary Compensation for Nuclear Damage (CSC), which has not yet entered into force," it said.

In a letter, the then Foreign Secretary Shivshankar Menon in September 2008, said: "It is the intention of the Indian Government to take all steps necessary to adhere to the Convention on Supplementary Compensation for Nuclear Damage prior to the commencement of international civil nuclear cooperation under" the US-India agreement.


Modi has so far maintained that there was a question mark over the ownership of the the Kochi IPL franchise since the owners themselves did not know some of the people involved with it.


"With regards to the eight franchisees, we know about all the stakeholders. But there are still some doubts over the ownership of the Kochi franchise. Even the people who signed the tender documents don"t know who they are," Modi had said.


No difference of opinion in BCCI: Lalit Modi


Dharamsala: Indian Premier League (IPL) chief Lalit Modi, in the thick of controversy over the Kochi IPL franchise, Friday said there was "no difference of opinion" among the members of the Board of Control for Cricket in India (BCCI).


"There is no difference of opinion among the BCCI members. The IPL matches would continue and we would provide each and every information that is required by the government," he told reporters after landing at the Gaggal airport near here to see the IPL match later Friday between Kings XI Punjab and Deccan Chargers.

The move comes a day after the department initiated a probe into the Kochi franchisee of IPL, embroiled in a major controversy over the ownership issue, to ascertain if its money had been channelled illegally from tax havens abroad.


Modi declined to take questions on the Kochi controversy and the special meeting called by the BCCI at Dharamsala. "We are here to witness the match," he said.


Around 20,000 cricket fans are expected to witness the match at the Himachal Pradesh Cricket Association (HPCA) stadium, about 250 km from Shimla, between Kings XI Punjab and Deccan Chargers Friday evening. It would be a day and night match.


The second match in this stadium, which will be played during the day, will be between Chennai Super Kings and Kings XI Punjab April 18. The stadium located at an altitude of nearly 4,000 feet is the highest cricket ground to host IPL matches.

आईपीएल आयुक्त ने कहा, 'उन्हें दस्तावेजी ब्यौरा मुहैया कराया गया, उन्होंने दस्तावेजों की जांच की और बोली की पूरी प्रक्रिया का जायजा लिया। हमने उनके साथ पूरा सहयोग किया और उन्हें वह तमाम जानकारी मुहैया कराई, जो उन्हें चाहिए थी।' मोदी ने बताया कि अधिकारियों ने सहारा और कोच्चि मंच के स्वामित्व वाली दो नई टीमों की बोली से संबंधित दस्तावेज देखें और अन्य टीमों के मालिकों से संबंधित दस्तावेज भी देखे।

यह पूछे जाने पर कि क्या आयकर अधिकारियों ने उनसे और पूछताछ के लिए समय मांगा है, मोदी ने कहा, 'वह एकदम संतुष्ट थे। हम एक सार्वजनिक निकाय हैं और अगर उन्हें कुछ और भी पूछना होगा तो हम उनके सवालों का जवाब देंगे।' मोदी ने मीडिया की इन खबरों को बचकाना बताया कि उनका लैपटॉप जब्त कर लिया गया है और उनके कार्यालय से भारी मात्रा में नकदी बरामद की गई है।

आईपीएल के सूत्रधार ललित मोदी उस दिन संदेह के घेरे में आए, जब उन्होंने विदेश राज्य मंत्री शशि थरूर की महिला मित्र सुनंदा पुष्कर द्वारा कोच्चि टीम में 70 करोड़ रुपये निवेश करने के बारे में ट्विटर पर जानकारी दी। इस दौरान यह आशंका व्यक्त की गई कि कोच्चि टीम में पैसा दरअसल शशि थरूर का लगा है और सुनंदा तो केवल नाम भर को टीम की हिस्सेदार हैं। थरूर ने इस आरोप का धुआंधार खंडन किया।

एक केन्द्रीय मंत्री द्वारा आईपीएल टीम का स्वामित्व हासिल करने के लिए उसमें बड़ी रकम लगाने को लेकर सवाल उठाते हुए भाजपा और वामपंथी दलों ने थरूर के इस्तीफे की मांग कर डाली। इस पूरी कहानी को एक नया मोड़ देते हुए कोच्चि टीम के प्रवक्ता और पूर्व सांसद सत्य जीत गायकवाड़ ने आरोप लगाया कि आईपीएल प्रमुख ललित मोदी दरअसल गुजरात के मुख्यमंत्री नरेन्द्र मोदी के दबाव में काम कर रहे हैं, जो राज्य के अदानी समूह द्वारा टीम खरीदने में नाकाम रहने के बाद यह चाहते हैं कि कोच्चि टीम अपना ठिकाना बदलकर अहमदाबाद चली आए।

It was described as routine enquiry. IT department officials visited the offices of IPL in Mumbai primarily to establish that the money involved in the cricketing extravaganza was "clean" with no loss to the exchequer.


The move comes a day after the department initiated a probe into the Kochi franchisee of IPL, embroiled in a major controversy over the ownership issue, to ascertain if its money had been channelled illegally from tax havens abroad. 

"Our department officials indeed visited the Mumbai office of IPL for a routine inquiry. There was no raid as it is being made out to be," a top official of the Central Board of Direct Taxes (CBDT) told IANS in the national capital. 

As regards the Kochi franchisee, the probe was to ensure that the money involved was from clean sources. 

"Our main concern is black money parked abroad. Just as we try to prevent black money going out our country, we also try to probe if such money is channelled back into the country illegally," said a senior official in the Directorate of Revenue Intelligence (DRI). 

"At the end of the day, the exchequer should not suffer," said the official of the directorate, a wing under the finance ministry's department of revenue.

The franchise for the Kochi team, which will play from the fourth edition of the IPL Twenty-20 cricket extravaganza, was won in an auction last month by a firm called Rendezvous Sports for $333.33 million.

Constitutional Safeguards for Dalits

SAFEGUARDS IN THE INDIAN CONSTITUTION FOR SCHEDULED CASTES
AND SCHEDULED TRIBES

The important Constitutional safeguards for SCs & STs are mentioned below:

(a) Directive Principles of State Policy

Article 46 is a comprehensive article comprising both the developmental and regulatory aspects. It reads as follows:

"The State shall promote with special care the educational and economic interests of the weaker sections, of the people, and in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation".

(b) Social Safeguards

Article 17. "Untouchability" is abolished and its practice in any form is forbidden. The enforcement of any disability arising out of "Untouchability" shall be an offence punishable in accordance with law.

To give effect to this Article, Parliament made an enactment viz., Untouchability (Offences) Act, 1955. To make the provisions of this Act more stringent, the Act was amended in 1976 and was also renamed as the Protection of Civil Rights Act, 1955. As provided under the Act, Government of India also notified the Rules, viz., the PCR Rules, 1977, to carry out the provisions of this Act. As cases of atrocities on SCs/STs were not covered under the provisions of PCR Act, 1955, Parliament passed another important Act in 1989 for taking measures to prevent the atrocities. This act known as the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, became effective from 30.1.1990. For carrying out the provisions of this Act the Govt. of India have notified the SCs and the STs (Prevention of Atrocities) Rules, 1995 on 31.3.1995.

Article 23. Prohibits traffic in human beings and begar and other similar forms of forced labour and provides that any contravention of this provision shall be an offence punishable in accordance with law. It does not specifically mention SCs & STs but since the majority of bonded labour belong to SCs/STs this Article has a special significance for SCs and STs. In pursuance of this article, Parliament has enacted the Bonded Labour System (Abolition) Act, 1976. For effective implementation of this Act, the Ministry of Labour is running a Centrally Sponsored Scheme for identification, liberation and rehabilitation of bonded labour.

Article 24 provides that no child below the age of 14 years shall be employed to work in any factory or mine or engaged in any other hazardous employment. There are Central and State laws to prevent child labour. This article too is significant for SCs and STs as a substantial portion, if not the majority, of child labour engaged in hazardous employment belong to SCs and STs.

Article 25(2)(b) provides that Hindu religious institutions of a public character shall be thrown open to all classes and sections of Hindus. This provision is relevant as some sects of Hindus used to claim that only members of the concerned sects had a right to enter their temples. This was only a subterfuge to prevent entry of SC persons in such temples. For the purpose of this provision the term Hindu includes Sikh, Jaina and Budhist.

Educational and Cultural Safeguards

Article 15(4) empowers the State to make any special provision for the advancement of any socially and educationally backward classes of citizens or for SC and ST. This provision has enabled the State to reserve seats for SCs and STs in educational institutions including technical, engineering and medical colleges and in Scientific & Specialised Courses. In this as well as in Article 16(4) the term 'backward classes' is used as a generic term and comprises various categories of backward classes, viz., Scheduled Castes, Scheduled Tribes, Other Backward Classes, Denotified Communities (Vimukta Jatiyan) and Nomadic/Seminomadic communities.

Article 330 provides for reservation of seats for SCs/STs in the Lok Sabha.

Article 332 provides for reservation of seats for SCs/STs in the State Vidhan Sabhas (Legislative Assemblies).

Article 334 originally laid down that the provision relating to the reservation of seats for SCs/STs in the Lok Sabha and the State Vidhan Sabhas (and the representation of the Anglo-Indian community in the Lok Sabha and the State Vidhan Sabhas by nomination) would cease to have effect on the expiration of a period of ten years from the commencement of the Constitution. This article has since been amended four times, extending the said period by ten years on each occasion. This provision was to expire in January 2000.

Service Safeguards

Article 16(4) empowers the State to make "any provision for the reservation in appointments or posts in favour of any backward class of citizens which, in the opinion of the State, is not adequately represented in the services under the State".

Article 16(4A). Nothing in this Article shall prevent the State from making any provision for reservation in matters of promotion to any class or classes of posts in the services under the State in favour of the Scheduled Castes and the Scheduled Tribes which, in the opinion of the State, are not adequately represented in the services under the State".

Article 335. "The claims of the members of the Scheduled Castes and the Scheduled Tribes shall be taken into consideration, consistently with the maintenance of efficiency of administration, in the making of appointments to services and posts in connection with the affairs of the Union or of a State".

Article 320(4) provides that nothing in clause (3) shall require a Public Service Commission to be consulted as respects the manner in which any provision under Article 16(4) & 16(4)A may be made or the manner in which effect may be given to the provisions of Article 335.

STATUTES AND LEGISLATIONS

There are a number of laws, both Central and State, which provide for safeguards to SCs/STs. Some of these emanate from the various Constitutional provisions. An illustrative list of such laws is given below:

  • The Protection of Civil Rights Act, 1955.
  • The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989.
  • The Bonded Labour System (Abolition) Act, 1976.
  • The Child Labour (Prohibition and Regulation) Act, 1986.
  • Acts and regulations in force in different States to prevent alienation of land belonging to SCs/STs. In some States such provision exists in the Land Revenue Code.
  • Acts in different States for restoration of alienated land to SCs/STs.

No reason to disbelieve Tharoor: Rajiv Shukla

BCCI's media and finance committee chairman and Congress MP Rajiv Shukla today defended junior foreign minister Shashi Tharoor on the Indian Premier League's Kochi ownership row, saying that there was "no reason to disbelieve him".

Tharoor is in the middle of a political storm after IPL commissioner Lalit Modi claimed that the minister wanted him to suppress details of Kochi's shareholding pattern especially the stakes of his friend Sunanda Pushkar.

Sunanda has been given a sizeable stake in the franchise which would make its IPL debut next year and Modi has alleged Tharoor had an agenda in having her in the consortium that won the bid.

Tharoor has denied the allegations and Shukla said the minister's explanations should be taken on face value.

"There is no reason to disbelieve Tharoor," Shukla, Rajya Sabha MP, said

Asked about the the late night Income Tax raids on BCCI, IPL and Modi's offices in Mumbai, Shukla said it was a routine check.

"Wherever there are financial transactions, the income tax department is there to check. The IT department can come and check. They came to investigate and the BCCI and the IPL are cooperating with them. They are free to enquire," he told 'Times Now'.

Sunanda Pushkar hires lawyer in Dubai, may file damages

DUBAI: Sunanda Pushkar, the woman at the centre of a ownership controversy surrounding the Kochi IPL franchise, is considering filing for damages and has hired a Dubai-based lawyer for the purpose.

It has been alleged that Pushkar got free equity worth 70 crore rupees in the the Kochi franchise with the help of close friend Shashi Tharoor, who is Minister of State for External Affairs.

Ashish Mehta, the lawyer, said Pushkar has asked for his legal assistance.

"I write to confirm that Ms Sunanda Pushkar has engaged my professional services," Mehta said in a written statement lat night.

He said his client's image had been tarnished, and they would "seriously consider filing for damages".

Mehta insisted media has misrepresented her client and that facts needed to be put straight. According to him the reports that Pushkar was a beautician, spa owner or a socialite are untrue.

"Ms Pushkar has 20 years of hard core work experience." Sources say Pushkar made her fortune as an executive of a state-owned company in Dubai and has never been in the spa business.

"All this spa business is untrue. She has been an entrepreneur and businesswomen for long and that has brought her wealth," an ex-colleague of hers told PTI on the condition of anonymity.

Kochi bid row: IPL governing council to meet 'informally'

DHARAMSHALA: With the furore over Kochi franchise's ownership showing no signs of settling down, the IPL's Governing Council members meet here "informally" for the first time after the event's Commissioner Lalit Modi sparked the row on Twitter.

Although the IPL top brass is gathering here in the picturesque hill-town to inaugurate an academy, it provides them the opportunity to discuss the issue in detail amidst indications that Modi's wings could be clipped.

The council is apparently not too happy with Modi's style of functioning that has spawned a lot of controversies, the most damaging so far being the Kochi IPL bid.

Modi, who has appeared to be unfazed by the controversy as well as the income tax raid that followed his verbal war with junior foreign minister Shashi Tharoor, is expected to be here but whether he will be present at the meeting is not known.

"Since most of the governing council members will be here, the issues will be discussed informally. It will prepare the stage for the IPL governing council meeting to be held after the third edition ends on April 25," a top BCCI source said.

BCCI President Shashank Manohar, secretary N Srinivasan, IPL vice-Chairman Niranjan Shah, chairman of the media and finance committee Rajiv Shukla and council members Chirayu Amin and Arun Jaitely are expected to be present.

Modi flew in this afternoon and told reporters at the Gaggle airport that there was no controversy and there will be no special meeting among the members on the issue.

"We are a transparent body and we have nothing to hide. There is no scheduled meeting to discuss the issue," Modi said.

He said he was looking forward to watching the match between Kings XI Punjab and Deccan Chargers and promoting the venue as a cricket centre.

Modi, who wields considerable influence in the powerful post of IPL Commissioner and Chairman, has found himself in a spot of bother after his public disclosure of the stake-holding structure in the Kochi franchisee which has snowballed into a major controversy.

Although as per the IPL constitution, Modi cannot be removed as the Commissioner till 2012, he may be asked to discuss all issues with the IPL Governing Council before making anything public.

The IPL Governing Council will make it clear to Modi that his role would be restricted, the source said.


Text of Shashi Tharoor's statement


NEW DELHI: Following is the text of Minister of State for External Affairs Shashi Tharoor's statement, clarifying his position on the Kochi franchise of the Indian Premier League, in the Lok Sabha Friday:

I am grateful to you for the opportunity to set the record straight on my role in the recent issues relating to the IPL Kochi cricket team, which have raised by Honourable Members of the Opposition.

The Indian Premier League, or IPL, recently auctioned two additional city franchises under the auspices of the Board of Control for Cricket in India, BCCI. As a passionate cricket fan since my childhood in Mumbai, and as an MP from Kerala, I have nurtured a desire to see the sport flourish in my home state.

A consortium led by Rendezvous Sports World was set up to bid for an IPL team. They approached me for help and guidance and steered them towards Kerala. My role was as an informal mentor to the group. I had no role whatsoever in setting up the consortium itself or in any of its business decisions, including its decision to bid for the franchise.

The consortium won its bid successfully, in an auction process conducted by the BCCI. Its victory has been widely hailed in Kerala as a triumph for the state and an unrivalled opportunity for young players and cricket-lovers to enjoy the benefits of direct participation in a world-class tournament through a Kerala team.

However, the unexpected success of the Kerala consortium was apparently not acceptable to some interested parties. This has led to a number of public insinuations about the composition and ownership of the consortium, and of my role in it. Two serious allegations have been made against me: that my involvement in mentoring the group was inappropriate, that I misused my public office to help the consortium win the bid, and that I received benefits for so doing, in the form of "sweat equity" given by Rendezvous to its associates. I should like to address these allegations in turn.

First, my role in mentoring the Kerala consortium was throughout within the bounds of appropriate conduct for a Member of Parliament from Thiruvananthapuram and a member of the Union Council of Ministers. No misuse of my official position was involved. The issue has nothing to do with my Ministry. As a Minister, I was in no position to influence the bid process, let alone its outcome. I did not grant any favours or benefits within the purview of my Ministry to the members of the consortium. No one could have any idea what the various participants in the auction process would bid, and my official position gave me no advantage in this regard that could have been used to benefit the Kerala bid. Indeed my ministerial position was altogether irrelevant to the bid and so could not have been used or misused to ensure its success.

Second, it has been suggested that I have indirectly received personal benefits from this enterprise because the Rendezvous management team, who hold stakes in the venture, includes a close friend of mine. This allegation is particularly wounding because I have had a three-decade career in international public service that has never been sullied by the slightest taint of financial wrongdoing. Those who know me are aware that money has never been a motivating factor for me in any of my actions or decisions.

Rendezvous has clarified that it issued "sweat equity" to its associates in lieu of a salary, which is a common practice around the world for start-up ventures. No money has changed hands and associates are expected to earn equity by promoting Rendezvous' activities over the next ten years.

In other words, whatever benefits might accrue to the "sweat equity" associates in the future depends on their work for Rendezvous and has nothing to do with me. It is an arrangement internal to the consortium and between the investors and Rendezvous. The notion that somebody is some sort of "proxy" for me is frankly insulting to me and to the professionalism and business ethics of the investors and their associates, particularly since I could not have any role in influencing the final outcome of a sealed bidding process. Madam Speaker, it is unworthy of any member of this august House to imply that a reputed business professional and entrepreneur with a long track record of business success can, because of her gender, only be seen as a front for someone else.

Madam Speaker, I am proud to have helped the consortium come to Kerala, a state which has long been excluded from participation in India's cricketing resurgence. I have neither invested nor received a rupee for my mentorship of the team. Irrespective of my personal relationships with any of the consortium members, I have not benefited, and do not intend to benefit, in any way financially from my association with the team now or at a later stage.

Madam Speaker, it is essential in our democracy that institutions of interest to the general public are run openly, rather than restricting their opportunities to a favoured few. For India to change and prosper, it must be an India for all Indians, not one where a few rich and powerful individuals can dominate all activities of interest to them. Cricket is now our most popular national pastime, attracting a following of crores. The game and the benefits accruing from it should not be retained only by an influential coterie with interests in a few privileged centres.

A Kerala IPL team is a dream of many young people and cricket lovers of all ages in and from the state. It has the potential to bring great material and psychological benefits to Kerala's economy and society. The unethical efforts that have been made to thwart the Kerala franchise are disgraceful. They are also dangerous to the health and credibility of a sport that has captured the passions and the loyalty of a majority of Indians. Indeed, such behaviour brings the IPL itself into disrepute.

It has been clear for some time that the real motive behind the public controversy that has been created around me is to make the Kochi team unviable and to assign this IPL franchise elsewhere than Kerala. I believe all fair-minded Indians would hope that such tactics will not be allowed to prevail. The allegations against me which have been seized upon by honourable members of the Opposition are baseless, ill-founded and ill-motivated."

IPL Row: Who is Rendezvous' Ravi Gaikwad

MUMBAI: Remember Sachin Tendulkar's Ferrari and the controversial vehicle registration tax waiver it got from Maharashtra's Regional Transport Office (RTO)? It was Ravindra Gaikwad — one of the owners of Rendezvous Sports World, that has controversially bought the Kochi IPL franchise — who, then as an assistant regional transport officer at RTO's Andheri office, got all the necessary clearances for the red Ferrari and facilitated a huge tax exemption.

Later, the state government declared a tax waiver, which validated the actions of Mr Gaikwad, 47. But the tryst with the Ferrari and its iconic owner — who himself drew some flak albeit short-lived for the tax waiver — taught the RTO official the tricks of the trade. And the trade, which essentially meant ensuring tax exemptions for all the big guns of cricket who dialled his number, seems to have spawned money for the Solapur-based Gaikwads.

"The Ferrari incident was a life-changing moment for Ravindra, who was anyway a cricket enthusiast and aspired to make it big. Since then, he has been a key contact for many cricketers who win cars and bikes as prizes, but are clueless about how to land these costly things in India without attracting huge taxes. At the RTO level, Ravindra has facilitated clearances and tax waiver or reduction for several cricketers and celebrities," said a Solapur-based politician, who thoroughly knows the Gaikwads.

Shailendra Gaikwad, younger brother of Ravindra, is known as Pradeep in Solapur, and according to a few Solapur residents ET spoke to, does not possess much business sense himself. But, it is the combo of Shailendra and cousin brother Satyajit (who was on all the news channels on Wednesday) who have forayed into the IPL. Father Kisanrao Gaikwad retired from the state's irrigation department long back and mother Pushpa, in whose name Ravindra has founded Pushpa Cricket Academy, that is actually the precursor of Rendezvous Sports, is a housewife.

The family also runs Pushp Autmotives, which sells M&M's commercial vehicles at Solapur. Pushp Automotives was inaugurated by Sunil Gavaskar and Zaheer Khan. The Gaikwad family owns a 26% stake in Renezvous Sports World, a company Shailendra Gaikwad, who has been based in Mumbai, founded.

The Gaikwads, who originally hail from Umarga in Osmanabad district, own around 7 acres of farmland and their parents, who are said to be clueless about their sons' business activities, still work at the farm themselves. Ravindra Gaikwad, who was serving at the Andheri RTO till his transfer to Beed in Marathwada in December 2009, has proceeded on long leave for obvious reasons. His role in a Rs 100-crore imported bike scam — this has no connection with crickters — is still being probed by the state government.

BJP insists on Tharoor's resignation

The Bharatiya Janata Party (BJP) on Friday threatened not to let Parliament function till Minister of State for External Affairs Shashi Tharoor resigned over the IPL controversy.

"Why should we listen to his statement? He should quit. We will not allow the house to function till he quits," said BJP deputy leader Gopinath Munde.

Munde accused Tharoor of misusing his office to promote the Indian Premier League (IPL) Kochi franchise and said the government was trying to protect him.

Tharoor, who could not read out a prepared statement because of the din caused by Opposition MPs, has denied the charges.

NEW DELHI: The can of worms spilling on the Indian Premier League has not unnerved marketers who have put crores of rupees on cricket's most commercialized property; instead, the stakeholders are sitting back and enjoying all the media attention on the Lalit Modi-Shashi Tharoor spat.

"The controversy seems to be only helping the IPL rather than retracting from it," says Sam Balsara, chairman and MD of Madison World, which buys media on behalf of Bharti Airtel, Coca-Cola and General Motors. "The property is consistently on the front pages of newspapers and on all television news headlines," he adds.

This year, advertisers have spent Rs 850-900 crore to buy airtime on Sony Max, the official broadcasters of IPL that has fused the shorter version of cricket with business and Bollywood to create perhaps the most-sought-after marketing platform in the country.

And there seem to be no regrets. "Advertisers on the IPL aren't going anywhere. They have enjoyed the foreplay and they will enjoy the climax too," says Shailendra Singh, joint MD of sports and talent management company Percept Ltd.

Even the team owners — who are in the eye of the storm that started with IPL commissioner Lalit Modi Tweeting the details of stakeholders of Rendezvous Sports that won the Kochi team in last month's IPL auction — are unmoved, he says. "There are heavyweight team owners that won't get swayed by such storms."

The only concern for the popular twenty20 event, Mr Singh says, is that cricket fans are questioning its architecture.

Lalit Modi kicked off the squabble on Sunday by revealing that Rendezvous awarded free equity worth crores to Sunanda Pushkar, a Dubai-based entrepreneur close to Shashi Tharoor, minister of state for external affairs. This triggered a major exchange of charges ranging from bribery to death threat to adultery, and prompted strong reactions from all corners that included calls for sacking of both Mr Modi and Mr Tharoor.

Marketers say all this is only helping the popularity of the tournament, which is now eagerly poised with six teams fighting it for three remaining semifinal slots.

"Viewership and interest in the IPL seems to be increasing and we believe it will continue to increase," says R Zutshi, deputy MD, Samsung India, one of the 100-odd brands advertising on the IPL.

In fact, television channels are tweaking the timings of their popular programmes to avoid clash with IPL, following TAM Media reports that increasing numbers of kids and women are watching the tournament.

Vikram Sakhuja, CEO of Group M (South Asia), says the tournament as such has nothing to do with the ongoing controversy. "At the end of day, it's eight teams battling each other on the field and that's what is attractive to advertisers and viewers," said the chief of the country's biggest media buying group that represents some of the country's largest advertisers including Hindustan Unilever, Nokia, Hero Honda and PepsiCo.

"If there were charges like, for example, match fixing, it could have negatively impacted the image of brand IPL. But not the current controversy," adds Mr Sakhuja.

I-T probes IPL fund sources

New Delhi: With the tiff between Indian Premier League commissioner Lalit Modi and its Kochi franchisee Rendezvous Sports World casting doubts over the funding sources of the sporting extravaganza, the income-tax department on Thursday launched a probe into IPL's funding pattern and the income flows.

Senior I-T officials visited the Board for Control of Cricket in India's office at Mumbai's Wankhede stadium for gathering information, a move a senior Central Board of Direct Tax official here described as part of a "source probe," which is "neither a survey nor a search."

According to official sources, the probe has been initiated to find out if there is any black money or illegal flow of funds from foreign shores.

"The third edition of IPL (IPL-3) that is now underway would also be probed into for its funding as the computerised screening would automatically pop up the names of the firms concerned for scrutiny as and when there is fresh capital introduction," a CBDT member told FE.

This is not the first time that IPL has run into a controversy with the income-tax department. "During IPL-1, the tax department had collected more than Rs 90 crore as TDS (tax deducted at source) after investigations while this year also after the returns for IPL-1 have been filed, some cases have already been selected for scrutiny," the official said.

Although IPL-2 was not held in India, the taxmen are keeping a close watch on the returns being filed by the parties. "We are also keeping a tab on the income that would have been earned on IPL-2 outside India."

As for IPL-3, Rs 110 crore hasbeen collected as advance tax, and Rs 40 crore more is expected.

The taxmen are also probing the funding sources of the Kochi team and havecreated a special cell in Mumbai to keep a tab on the IPL.

Discrimination against India's lowest Hindu castes is technically illegal. But try telling that to the 160 million Untouchables, who face violent reprisals if they forget their place.

The sins of Girdharilal Maurya are many, his attackers insisted. He has bad karma. Why else would he, like his ancestors, be born an Untouchable, if not to pay for his past lives? Look, he is a leatherworker, and Hindu law says that working with animal skins makes him unclean, someone to avoid and revile. And his unseemly prosperity is a sin. Who does this Untouchable think he is, buying a small plot of land outside the village? Then he dared speak up, to the police and other authorities, demanding to use the new village well. He got what Untouchables deserve.

One night, while Maurya was away in a nearby city, eight men from the higher Rajput caste came to his farm. They broke his fences, stole his tractor, beat his wife and daughter, and burned down his house. The message was clear: Stay at the bottom where you belong.

To be born a Hindu in India is to enter the caste system, one of the world's longest surviving forms of social stratification. Embedded in Indian culture for the past 1,500 years, the caste system follows a basic precept: All men are created unequal. The ranks in Hindu society come from a legend in which the main groupings, or varnas, emerge from a primordial being. From the mouth come the Brahmans—the priests and teachers. From the arms come the Kshatriyas—the rulers and soldiers. From the thighs come the Vaisyas—merchants and traders. From the feet come the Sudras—laborers. Each varna in turn contains hundreds of hereditary castes and subcastes with their own pecking orders.

A fifth group describes the people who are achuta, or untouchable. The primordial being does not claim them. Untouchables are outcasts—people considered too impure, too polluted, to rank as worthy beings. Prejudice defines their lives, particularly in the rural areas, where nearly three-quarters of India's people live. Untouchables are shunned, insulted, banned from temples and higher caste homes, made to eat and drink from separate utensils in public places, and, in extreme but not uncommon cases, are raped, burned, lynched, and gunned down.

Dalit, a term that has become synonymous with Untouchable, is the name that many Untouchables, especially politically aware individuals, have chosen for themselves. The name means "oppressed" and highlights the persecution and discrimination India's 160 million Untouchables face regularly. First used in the context of caste oppression in the 19th century, it was popularized in the 1970s by Untouchable writers and members of the revolutionary Dalit Panthers (the name was inspired by the Black Panthers of the United States). Dalit has largely come to replace Harijan, the name given to Untouchables by Gandhi, much like the Black Power movement in the United States led to the replacement of the labels colored and Negro with black. For some activists, Dalit is used to refer to all of India's oppressed peoples whether Hindus, Muslims, Christians, tribal minorities, or women.
